    It has to be the business. It is not IT that buys SAP or orders in a truck load of MS Office Licenses by choice
    IT does this in answer to the business needs.

    So if the question is related to the requirement of who to approach to get a particular brand of BPM software, then go to IT - but if it is a need to find projects where automation is required, then you need the business.
